Rugged Twill is a durable fabric made by impregnating Twill cotton with wax. The fabric itself has wax components, providing water-resistant properties. The wax content can be affected by temperature; at lower temperatures, it may become more prominent. If the wax appears patchy or whitish, gently applying heat from a hairdryer will easily even it out.
