This is a Japanese Rayquaza V Promo card graded PSA 9.

This card is a promo from the Sky Stream expansion and boasts a population of mid-2000s, indicating a healthy supply.

The centering is good, and the surface and edges are also in excellent condition. I personally expected this card to achieve a grade of 10.

If the price increases significantly in the future, I believe it's possible to re-submit it for a grade 10.

The minor scratch indicated in the third photo is a microscopic mark on the grading case, not on the card itself. It's not visible under normal viewing conditions, but I'm noting it separately as it appears in magnified photos.
