Upon his return, he served as the Mayor of Hanseongbu and promoted modernization policies.\u003cbr\u003e\u003cbr\u003eAs a radical enlightenment figure alongside Kim Ok-gyun, he initiated a coup to break away from Qing China's influence but failed within three days and subsequently fled to Japan.\u003cbr\u003e\u003cbr\u003eHe returned to Korea during the Gabo Reform of 1894 and led the reform as the Minister of the Interior. However, he was accused of plotting the deposition of King Gojong the following year and fled to Japan again, living a turbulent life.\u003cbr\u003e\u003cbr\u003eAfter receiving a pardon in 1907, he returned to Korea and served as the Minister of the Royal Household.
